Pittsburgh Mayor Corey O'Connor announced the permanent appointments of three cabinet members: Mat Davis as chief of the Bureau of Fire, Rea Price as director of the Office of Management and Budget and chief financial officer, and Sylvia Harris as director of Innovation and Performance and chief information officer. All three have been serving in acting capacities.
Davis began his firefighting career at the Dormont Fire Department in 2004 and later became chief there. He also served part-time with the Swissvale and North Strabane Fire Departments. Davis joined the Pittsburgh Bureau of Fire in 2023 as assistant chief of Community Risk Reduction and assumed the acting fire chief role earlier this year. He holds a bachelor's degree and MBA from Point Park University and is a graduate of the National Fire Academy's Executive Fire Officer Program.
Price brings more than 14 years of experience in the Office of Management and Budget, serving as senior budget analyst, operating budget manager, assistant director of operating and special revenues, and deputy director of the City Council Budget Office. She returned to the city in January 2026 to join the O'Connor administration and has led efforts on the budget crisis announced by the mayor earlier this week.
Harris has spent 18 years with the city, beginning in 2008 in the department that oversees information technology infrastructure, data governance, digital services, and innovation implementation across city departments. In her various roles, she has implemented a comprehensive disaster recovery solution, established IT Infrastructure Library training, created the incident response and training team, and developed the city's cybersecurity program. Harris has over 30 years of IT and leadership experience and was awarded the 2023 Local IT Leader of the Year award.
