Oregon health officials and community partners held a groundbreaking ceremony on September 29 for a new 16-bed residential treatment facility for youth experiencing behavioral health crises in Redmond. The facility will serve youth ages 12 to 17, with stays ranging from 14 days to several months depending on individual treatment needs.
The 9,200-square-foot facility will provide therapy, medication management, life skills training, and academic support. Headwaters Behavioral Health will operate the facility, which received project approval from the City of Redmond. It is expected to open in late 2027.
The project received $3 million in funding from the Oregon Health Authority through House Bill 5024, with additional support from the Oregon Department of Administrative Services, Central Oregon Health Council, federal appropriations, and Headwaters Behavioral Health.
This facility is part of a broader state effort to expand mental health capacity. Two similar facilities funded through House Bill 5024 are also under development: Community Counseling Solutions' STARS project in Boardman and Madrona Recovery Center in Tigard. Together, the three facilities will provide more than 50 children's psychiatric residential treatment beds statewide.
A July 2024 report from St. Charles Health System documented persistent shortages of psychiatric beds and crisis placements in the region, leaving many young people waiting in emergency departments for extended periods while appropriate care was arranged. Molly Wells-Darling, senior behavioral health director at St. Charles, said at the groundbreaking: "When a young person is in crisis they deserve to have the right care at the right time at the right place, as close to home as possible."
